The DS version is much better in terms of story. I'm actually replaying FFIV right now (thanks, FFRK), but unlike you, I don't even own a PSP (budget), and I really enjoy the 3D graphics. The PSP will last you much longer... with more features but the DS version has voiced scenes, a very challenging difficulty where the bosses require a specific strategy and a map feature.

Graphics matter a lot to me, so that's what I would choose if I were you. Voice acting in the DS version is nice, as are cuts scenes.

It has a completely redone script (and by proxy, a translation as well) which incorporated some stuff that was cut from the original release. The DS version is closer to the original Japanese difficulty, while the PSP appears to take a page from the US SNES version.
